Martin Boer is Senior Director in the Regulatory Affairs department at the Institute of International Finance (IIF) where he helps manage and oversee activities and initiatives in the area of global financial regulation and policy for the IIF, which is comprised of 400 members from more than 60 countries. In that role he advocates and contributes on a range of regulatory and policy topics, including regulatory consistency, market fragmentation, impact assessment, and risk management developments, especially in non-financial risk.

He leads the work at the IIF in the areas of cyber security, third-party risk management, and operational resilience, with a focus on global regulatory developments, and the impact of cyber risk on financial institutions and financial stability. Martin is a Co-Chair of the International Committee of the Financial Services Sector Coordinating Council (FSSCC), helps support the G-7 Cyber Expert Group (CEG), and is a member of the FinCyber Advisory Group at the Carnegie Endowment for International Peace. Martin is also a member of the Financial Stability Board (FSB) Advisory Group on Cyber Incident Reporting.

Martin previously served as Secretary General of the European Financial Services Round Table (EFR), with day-to-day responsibility of the Brussels based industry organization comprised of the CEO’s and Chairs of Europe’s leading banks and insurance companies. Before that he served in various positions at ING Group, as the Global Head of Public Relations in Amsterdam and a Senior Manager of Public and Government Affairs in Brussels. He has also worked as a consultant for UNDP in Namibia and as a journalist at The Financial Times (New York) and Bloomberg News (Amsterdam).

Education

Martin holds a B.A. in Philosophy from the University of California, Santa Barbara, studied European Politics at the University of London, and holds an M.A. in International Political Economy from Columbia University-SIPA in New York.
