Saudi Arabia’s GDP has been shifting steadily away from oil, for decades…

  • …but export diversification has been slow, however…
  • … budget revenue diversification has begun to show progress. 


The real challenge is Saudi labor force diversification, requiring:

  • structural changes in wages and work incentives, especially for Saudi workers
  • appropriate macroeconomic policies to foster external competitiveness
  • structural reforms to improve the business environment
  • fundamental changes in the educational and skill formation systems, and 
  • resolute action to ramp up female integration into the work force.
