This note gives our outlook on the oil market for 2024 and 2025. We expect oil prices to average $83/b in 2024 and $78/b in 2025 as global demand weakens and supply remains robust

Saudi Arabia's short-term macroeconomic outlook remains favorable, despite tighter global financial conditions. We expect non-oil growth to remain robust at 5%, driven by consumption and investment. The current account will continue to narrow, while capital outflows will outweigh capital inflows.

We maintain a cautious view on the impact of US sanctions relief on Venezuela's oil sector. Prospects hinge on the extent of sanctions reimposition, including licenses for private oil companies. We project real GDP growth of 4.2% in 2024, amid higher oil production and a decline in inflation.

OPEC+ agreed on a 2.2 mb/d voluntary supply cut for 2024Q1, but prices continued to decline, as traders remained doubtful on whether the agreement will be fully implemented or extended beyond 2024Q1. We expect Brent oil prices to average US$80/b in 2024, as oil supply exceeds demand growth.

We analyze the impact of a potential spike in oil prices on advanced and developing countries, as well as the global economy as whole. We find that the overall effect is much less severe than in previous oil shocks due to structural changes including the reduction in the intensity use of oil.

China’s exports to Russia fell in March-May, as sanctions limited Russia’s ability to pay. China’s imports from Russia hit a record high in May, lifted by both growing volume and rising prices. We estimate that China has been paying spot price for Russian oil, but a discounted price recently.

The war has increased downside risks to growth, raised inflationary pressure, and would lead to wider current account and fiscal deficits. Worsening external financing conditions have encouraged capital outflows and raised the financing needs.

The adverse effect of the latest surge in oil prices is likely to be much smaller than those arising from previous shocks. Advanced and emerging economies have substantially reduced the amount of oil used per unit of output.
